Purpose Statement

The purpose of this five-year Javits Gifted and Talented Education Grant Program was to implement U-STARS~PLUS in multiple sites and to support teachers in the early recognition and nurturing of outstanding potential in children from economically disadvantaged and/or culturally/linguistically diverse families and children with disabilities in order to

improve achievement and provide access to advanced educational opportunities. U-STARS~PLUS combines the scale-up of evidence-based practice with a rigorous study of effectiveness. The Jacob K. Javits program and the Z. Smith Reynolds Foundation funded the original model, U-STARS (1999-2002) and by the US Department of Education from 2003-2008.
