building state capacity for scaling up effective education practices
The purpose of the State Implementation and Scaling up Evidence-based Practices (SISEP) Center is to help States establish adequate capacity to carry out effective implementation, organizational change, and systems transformation strategies to maximize the academic achievement and behavioral health outcomes of students statewide.
SISEP is a five year Technical Assistance Center funded through the Office of Special Education Programs. Drs. Dean Fixsen and Karen Blase at the University of North Carolina are principal investigators for this effort and Dr. Robert Horner at the University of Oregon and Dr. George Sugai at the University of Connecticut are Co-Directors. SISEP staff members include Michael Coyne at the University of Connecticut, and Michelle Duda, Robert Kraus, Allison Metz, Sandra Naoom, Cindy Reid, and Melissa Van Dyke at the Frank Porter Graham Child Development Institute, University of North Carolina - Chapel Hill.
The work of SISEP is guided by the wisdom and commitment of The National Advisory Board that meets annually, reviews and evaluates products, and provides specialized consultation as requested by SISEP staff. The National Evaluation Board for SISEP provides objective feedback to OSEP and the Center regarding the achievement of the Center’s goals and the progress from year to year. The Board meets annually to review progress with the team and submits an independent report to OSEP on project progress along with recommendations to maintain gains and to improve performance. The National Evaluation Board members are Lynne Fuchs, Ph.D. (Vanderbilt University), Mark Greenberg, Ph.D. (Pennsylvania State University), David Mank, Ph.D. (Indiana University), and Mitchell Yell, Ph.D. (University of South Carolina).
SISEP will work with six states over a five year period. Through collaboration with the SISEP Center, states will build the organizational capacity to move proven practices to large scale, sustained implementation. Outcomes will assess (a) the state organizational capacity for scaling, (b) the sustainability and efficiency of evidence-based practices when implemented at scale, (c) the number of schools (and proportion of schools) implementing evidence-based practices to criterion, and (d) outcomes for students. The goal of scaling up is to reach at least 60% of the students and schools in a State that could benefit from each evidence-based practice.
