Priority
Build the capacity of the KSDE to provide evidenced based technical assistance for the purpose of improving services and results for children with disabilities.
Goal
KSDE will have the capacity to collect, store, manage and analyze outcome indicator data for the purposes of accountability and providing evidence-based technical assistance that will improve results for children with disabilities.

Review existing state systems for outcome development
Statewide interagency early childhood group has been working on standards (0-5) since the summer of 2003. Some of the preliminary standards work completed supports the development of assessment indicators. Stakeholder group will review statistical information about indicators and model, and make decisions about the inclusion of indicators.
Review other systems or literature for outcome development

Three types of outcome indicators being developed:
1. early childhood (3-5)
2. post-school
3. suspension/ expulsion
Developing task forces and teams to address different facets of research

Develop/review measurement approaches
Assessment instrument that can be used 3-K.
Develop/modify data collection approaches and database
Database development.
Assessment tools currently in use will be analyzed

Database system to be analyzed and/or updated
Creating 3- unit level management information system that can be integrated with other systems. Enhance systems to support integration of data elements: Enterprise data model -Core data elements, physical data warehouse, and develop data acquisition routines, and enhance metadata dictionary to support this project's work.
Developing web-based data system.
Also to be integrated with information system is the Core data Elements, which will be ready to be piloted by Fall 2005 (estimated). Will ensure the integration of the identified special education information systems for the indicator areas.
Develop connections between Part B and C outcomes

Develop connections between programs other than C and B (Ex. Head Start)
Other KSDE programs.
Provide training to enable KSDE and district staff to understand the outcome indicators for early childhood (3-5) , post-school, and suspension/ expulsion, as well as expectations for collection, methods for collecting, and appropriate use of instruments.
Will also provide training for families to help them make sense of the data.
