Goals

  1. A common core of outcome indicators for children with be identified and adopted by the end of the GSEG period for use by the DHSS and DDOE and inform practice and data gathering in other early care and education settings in partnership with DHSS and DDOE funded early childhood initiatives. These indicators will be recommended best practice for all childcare providers in Delaware by aligning with multiple initiatives currently underway in the state.
  2. Measures will be selected and/or developed for use across part C and B to measure the extent to which child outcome indicators are being met.
  3. Progress toward Part B/C child outcomes will be analyzed and reported on a regular basis, informing both improved outcomes and Delaware's Continuous Improvement Monitoring System for Parts B and C.

Objectives

Goal 1

  1. Background information will be compiled regarding in-state and out of state efforts to identify child outcomes and performance indicators for use in developing a common core of outcomes for children birth to 5.
  2. Interagency stakeholders serving young children with special needs will identify a common core of child outcome and performance indicators.
  3. The COWG (Child Outcomes Work Group) will resolve confidentiality issues so that data can be shared across agencies regarding student progress related to the common core of child performance and outcome indicators.

Goal 2

  1. Background info will be compiled regarding assessment tools, instruments and procedures used in the state and throughout the nation to measure child outcome and performance indicators.
  2. Tools, instruments and procedures will be selected for use across state in measuring progress toward continuous child outcomes and indicators for children from birth to 5 eligible Part C and/or Part B, Section 619 -preschool.

Goal 3

  1. Types of analyses related to measurement of progress toward desired outcomes will be identified and incorporated into the Part C and B data management systems.
  2. Suggestions for outcome data management and reporting will be developed and provided to COWG leading to a coherent, consistent outcome reporting system for Parts C and B, and potentially other early care and education providers within the state (Head start and pre-K programs)

Use as a guide: the measurements in the five developmental domains of Part C, Head Start's Early Outcome Framework, and the state's Early Learning Foundations.

Subgroups:

1. Child indicators (Identification of common indicators)

2. Data and programming (Common data elements for 0-5 and how they can be collected and utilized)

3. Reporting and assessment (Identify tools and instruments to measure outcome indicators)

Part B databases, Open series and E-school plus, are linked to state testing database, but a new IEP tracking system, IEP Plus, needs to be linked as well. IEP Plus can be changed to capture basic information on Part C and B children. Modify fields in ISIS (Part C) and E-school Plus/IEPO plus (Part B) databases to capture consistent outcome indicators across agencies.

Develop connections between Part B and C outcomes

Develop connections between programs other than C and B (Ex. Head Start)
