Developing task forces and teams to address different facets of research
Stakeholders from existing early childhood work in Colorado will form a GSEG stakeholders group.
Develop/review measurement approaches
Identify measurement approach.
Develop/modify data collection approaches and database
If possible will build data collection and database infrastructure.
Assessment tools currently in use will be analyzed
Systems to be reviewed: Qualistar Rating System, parent perceptions of child progress, parent satisfaction survey, Part C data, Kindergarten teacher perception of readiness, Infant/Toddler Environmental Rating Scale, Early Childhood Environmental Rating Scale (program quality). Instruments which Colorado will analyze for use as statewide assessments: High/Scope Child Observation Record, Creative Curriculum Developmental Continuum, Work Sampling Developmental Checklist, The Ounce Scale (Part C).
Database system to be analyzed and/or updated
Will discuss implications for building or modifying an electronic database. Will explore the feasibility of the development of a data and information system that can aggregate data from multiple sources. Identify statistical tools needed and address the development of a web-based data collection system for collecting and reporting data for local administrators. If discussions indicate that data elements could not be added to the system in an acceptable time or that there are significant obstacles to coordination across data systems, then will work with database developers (and consultants) to provide preliminary specifications for the development of the database and begin work on the system if possible.
Develop connections between Part B and C outcomes
Use common Measures. Link data across B and C. Longitudinal data such as: Exit and reentrance to Part C, receipt of 619 services, percentage of children with IEPs, and Colorado State Assessment Program.
Develop connections between programs other than C and B (Ex. Head Start)
All Colorado programs.
Will develop and offer training courses in child development as a prerequisite for intensive training in the use of assessment tools. Develop training materials and train providers how to collect data and use them to improve programs for children and families (Pilot and revise)
