Project focus

  1. Child outcomes - Maximizing opportunities for favorable developmental outcomes.
  1. Family Outcomes - Strengthening family capacity to be partners in the decision making process for positive child outcomes through technical and social support.
  2. Personnel outcomes - Increasing the knowledge base of service providers in Part C and Part B programs in the use and analysis of outcome indicators.
  3. System Outcomes - Increasing collaboration and coordination across services (Part C and B) to ensure smooth implementation of outcome based systems for children and families.

Goals

  1. Develop outcome indicators for Part B (3-5) children and methods to analyze and collect outcome indicator data to determine the impact of Part B preschool services on children with disabilities at the state and LEA level.
  2. Develop outcome indicators for Part C (0-2) children and methods to analyze and collect outcome indicator data to determine the impact of Part C Early Intervention services on infants and toddlers with disabilities and their families at the state and local level.

Objectives

  1. ADE and ADHS will develop a set of outcome indicators for Part B preschool children in the domains of Language/communication, preliteracy and social-emotional skills and for Part C children in the domains of communication, problem solving, social, and movement development.
  1. Design a comprehensive system for continuously monitoring the child outcome indicator data by identifying methods to collect, track and analyze data to determine the impact of Part B and C services on children and families.
  2. Enhance the families capacity to be partners in the decision making process and to assist with shaping the positive outcomes for children and families.
  3. Train personnel on outcome measurement indicators and on collecting and submitting outcome indicator data to the state.
  4. Create a unified and integrated database system to submit, maintain, analyze and report real-time results of child and program specific outcome data for Part B and C services throughout the state to facilitate a smooth flow of information and coordination between part B and C agencies.

Evaluate current technology infrastructure to build a unified database system. New database system will include information on: Child tracking, measurable goals, outcomes, and objectives, IEP/IFSP organization and automatization, Developmental needs information, Related services needs information, Program management, and Transition information.

Evaluate current technology infrastructure to build a unified database system. Evaluate three database platforms already in use by nearly all Part C and B providers to develop an approach to integrate all needed program requirements into a single child assessment database. Will build on PEEP process, but will offer real time electronic results for state and local service providers using an online platform.

Develop connections between Part B and C outcomes

Increase collaboration and coordination across services to ensure smooth implementation of outcome based system for children and families. Integrate database system to facilitate coordination between programs.

Pilot test (Field test) data collection procedures

In 2002 received the Technical Assistance and dissemination grant from OSEP to develop program indicators and standards for measuring and sustaining improvement within the Pare C/B systems. Developed two automated databases (for each Part (B/C)) to provide a Program Effectiveness Evaluation Profile (PEEP). PEEP offers indicators of child and service delivery outcomes by capturing annual, aggregate service outcome data for children served by EI and Special ed. Early Childhood (EC) providers. Is currently involved in a longitudinal study funded by GSEG to look at student progress.
