Absolute Priority's four focuses

  1. Developing or enhancing Part B state outcome indicators and methods to collect and analyze outcome indicator data.
  2. Developing or enhancing Part C state outcome indicators and methods to collect and analyze outcome indicator data.
  3. Developing, enhancing, or redesigning state assessment systems including alternate assessments and Using Universal Design Principles
  4. Developing or enhancing state systems to disseminate and implement research based promising educational or early intervention practices

Goals

  1. Develop standards and outcome indicators for children birth to 21.
  2. Increase Department of Education and Early Development (EED) and DHSS capacity to capture and analyze data to measure the outcomes of children with disabilities.
  3. Ensure Alaska's developmental profile and alternate assessment are effective tools.
  4. Develop statewide model for disseminating research-based promising practices.

 

Objectives

Goal 1

  1. Develop performance standards for children birth to second grade, including children with disabilities.
  2. Revise and expand outcome indicators for children with disabilities.

Goal 2

  1. Integrate Part C recipients and common EED's accountability system
  2. Expand the capacity of the web-based management systems to provide outcome data for children with disabilities.
  3. Enhance EED and DHSS IDEA compliance monitoring systems to improve the collection of outcome data for children with disabilities.
  4. Increase capacity of EED Oracle data warehouse to measure outcome indicators.

Goal 3

  1. Evaluate the effectiveness of the Developmental profile.
  2. Evaluate the effectiveness of the Alaska's alternative assessment.

Goal 4

  1. Collect statewide data on dissemination sources for LEA's and Part C providers.
  2. Develop effective statewide research dissemination process.

Alaska's developmental profile (assesses children entering Kindergarten) and Alternative Assessment for children with disabilities. Stakeholder committee will review proposed outcome indicators and provide feedback. Need to be reviewed for quality and accuracy.

Database system to be analyzed and/or updated

Enhance and revise EED (Alaska dept of education and early development) and DHSS (dept of health and social service) compliance monitoring systems to improve outcome data collection for children with disabilities. Adapt system to utilize Local education agencies and provider performance on outcome indicators to determine which entities are monitored. Increase capacity of Oracle data warehouse to measure outcome indicators - provide training. Develop web-based access portals to allow providers to access Oracle.

Develop connections between Part B and C outcomes

Standards will flow sequentially among age groups to ensure consistent measurement.

Develop connections between programs other than C and B (Ex. Head Start)
