NEW HAMPSHIRE EARLY LEARNING GUIDELINES (under development): Seven domains‹the broad areas of childrenšs learning and development‹are presented in the form of guiding questions. These questions are intended to stimulate thought about how to facilitate young childrenšs learning. The guiding questions are as follows:

Creative Expression/ Aesthetic Development: How do young children express creativity and experience beauty?

Social Emotional Development: How do young children develop an understanding of themselves and others?

Communication and Literacy Development: How do young children learn to express themselves and communicate with others?

Physical Development: How do young children use their bodies to explore and experience?

Cognitive Development: How do young children develop an understanding of how the world works?

Approaches to Learning: What strategies do young children use to solve problems?

Health: How do young children develop safe and healthy behaviors?

New York

Phase I: Will be using concept mapping and pattern mapping to guide and implement the planning process (outcomes, indicators and measurement), and to evaluate the results of the planning process by comparing outcomes for the planning process with data collected in the field. Will use Concept System software which links groups in live sessions or as a web based application (CSGlobal). Will develop and use CSGlobal project website to obtain input on the proposed outcomes etc. from key constituents.

Phase II: Field test of child and family outcomes, outcome indicators, and measurements.

Phase III: Project evaluation and final recommendations - Will provide final recommendations to NYSDOH on the implementation of a statewide outcomes system.

Utah

Three levels of outcome indicators: Child, Program, and system.

Using a participatory action research (PAR) model (collaborative model) this project will develop Part C and B 619 outcome indicators, measurement methodology, and evaluation tools.

Part B outcomes: social/emotional development, communication/ language, literacy, numeracy, and integrated skills outcome indicators (social development, exploration, science, and health/self help). Will address domains to be selected for Part C. Typical domains: Cognitive social/emotional, adaptive, physical and communication.

Develop Parent survey (Part C and B 619) to collect information on cost, and receipt of services on IEPs/IFSPs.

The final revised Part B outcomes, indicators and measurements will be submitted to Utah state office of education and Part C to UDOH.
