Alaska

Enhance and revise EED (Alaska dept of education and early development) and DHSS (dept of health and social service) compliance monitoring systems to improve outcome data collection for children with disabilities. Adapt system to utilize Local education agencies and provider performance on outcome indicators to determine which entities are monitored. Increase capacity of Oracle data warehouse to measure outcome indicators - provide training. Develop web-based access portals to allow providers to access Oracle.

Arkansas

Evaluate current technology infrastructure to build a unified database system. Evaluate three database platforms already in use by nearly all Part C and B providers to develop an approach to integrate all needed program requirements into a single child assessment database. Will build on PEEP process, but will offer real time electronic results for state and local service providers using an online platform.

Colorado

Will discuss implications for building or modifying an electronic database. Will explore the feasibility of the development of a data and information system that can aggregate data from multiple sources. Identify statistical tools needed and address the development of a web-based data collection system for collecting and reporting data for local administrators. If discussions indicate that data elements could not be added to the system in an acceptable time or that there are significant obstacles to coordination across data systems, then will work with database developers (and consultants) to provide preliminary specifications for the development of the database and begin work on the system if possible.

Delaware

Part B databases, Open series and E-school plus, are linked to state testing database, but a new IEP tracking system, IEP Plus, needs to be linked as well. IEP Plus can be changed to capture basic information on Part C and B children. Modify fields in ISIS (Part C) and E-school Plus/IEPO plus (Part B) databases to capture consistent outcome indicators across agencies.

Florida

Will discuss implications for building or modifying an electronic database. When data collection procedures have reached a near final state, will work with state staff to identify a workable approach to automating the analysis and reporting outcome data. Consultant will provide in-house database for Early Steps and provide preliminary specifications for necessary updates of the UF Part C database.

Hawaii

Will discuss implications for building or modifying an electronic database. When data collection procedures have reached a near final state, will work with state staff and Part C Management Information System staff to identify a workable approach to automating the analysis and reporting outcome data. A consultant will assist and provide preliminary specifications for the development of the database.

Illinois/Texas

Development of new components of the Illinois Cornerstone data system and the Texas Kids information data system for final project and ongoing data analysis. Final version of survey will be incorporated into the department's eCornerstone information system (Internet companion to the Division of Community Health and Prevention information system).

Kansas

Creating 3- unit level management information system that can be integrated with other systems. Enhance systems to support integration of data elements: Enterprise data model -Core data elements, physical data warehouse, and develop data acquisition routines, and enhance metadata dictionary to support this project's work.

Developing web-based data system.

Also to be integrated with information system is the Core data Elements, which will be ready to be piloted by Fall 2005 (estimated). Will ensure the integration of the identified special education information systems for the indicator areas.

Kentucky

Maine

Expanding MDOE's special education information management system to serve students 0-20 so the system includes students' transitions from Part C to Part B 619, to Part B school-aged system. This will provide continuity on detailed record keeping as students matriculate through the system. Determine best way to merge the web-based special education system for the 5-20 population with the Child Development Services 0-5 ChildLinks software into a web-based system.

Maryland

Interface for capturing the outcomes, indicators, and measurements will be integrated into the Online IEP and IFSP. Design and build reporting modules to aggregate outcome data into the linked Part B and Part C database and reporting structure.

Montana

Examine and update procedures for collecting, verifying, and analyzing data concerning outcome indicators.

Nebraska

New Hampshire

Quality Improvement Linking Together Project (QUILT) has already begun the work to create compatibility between both systems. At this time the interagency data management team was established and continues to work to collect and align data and to develop a data curriculum; however, the team did not have consensus based outcome indicators for children and families to work with. The indicators developed under this grant will be used to complete the new data curriculum, and the team will continue their work to complete the data system overhaul.

New York

Phase II: Contractor will review and provide recommendations on the extent to which existing data sets may be useful in measuring Part C child and family outcomes, and possible methods for linking with other sets (state and national).

KIDS (Kids Integrated Data System) is limited in terms of child and family outcome info. - will be replaced by NYEIS New York Early Intervention information system (Contracted using Part C formula grants and OSEP administrative grants)

Utah

Will develop a system to verify and validate the Baby and Toddler Online Tracking system (BTOTS) data that programs enter online to identify additional data that need to be added to BTOTS in order to adequately measure outcomes and indicators The stand-alone tool will be modeled after the Part B Utah Performance Improvement Program Monitoring tool.

Virginia

Will develop a module to enhance the current Infant and Toddler Online Tracking System (iTOTS) that will include the results of outcome measures and bridge to the VISITS department of health data system and the VDOE data system that includes preschool outcome indicators. (Monitoring and Improvement Measurement System - (MIMS). They will be linked and relevant data elements will be added.
