Outcomes Measurement System Framework
The ECO Center is facilitating the development of a framework for states to use in building and strengthening their early childhood outcome measurement system. The purpose of the framework is to help states identify the necessary components of a high-quality measurement system for child and family outcomes and, where options exist, to assist states in making informed decisions as to which option is most effective and best suited to the state’s context.
Examples of preliminary components of the framework include a method for outcomes data collection, procedures for training new staff in data collection, and procedures for examining the validity of the data. A self-assessment tool will be developed from the framework that will allow a state to track its own progress toward a fully functional, high quality outcomes measurement system.
The framework will be developed over the next 24 months in collaboration with seven partner states. ECO and the partner states will work together to build a knowledge base on what states need to have in place to have effective child and family outcomes measurement systems.
Framework Partner States
Partner states were chosen after an application and selection process conducted by ECO. States were selected from the application pool to be diverse with regard to population, geography and measurement approaches. The partner states are:

Please note: The ECO Center will continue to provide technical assistance to all states on issues related to outcomes measurement regardless of whether or not a state is a framework partner state. A state does not have to be a partner state to receive technical assistance from ECO.
