A general point about interpreting Rating Scale requirements: For each of the scales, there is a set of "Additional Notes for Clarification" that continues to evolve in response to questions generated in the field. Thelma Harms and Debby Cryer developed these notes to improve the interrater agreement among North Carolina Rated License Assessors, and we make the notes available to the general public because they encourage a more consistent interpretation of the scale requirements, in agreement with the authors' interpretations. They are updated quarterly and are designed to be printed out and taped into the relevant pages of the scale books.
