The Division for Early Childhood (DEC) of the Council for Exceptional Children (CEC) is dedicated to promoting policies and practices that support families and enhance the optimal development of children. One of the responsibilities of the organization is to define and facilitate recommended practices related to young children with disabilities. In designing the recommended practices the primary goal was to identify practices that are related to better outcomes for young children with disabilities, their families, and the personnel who serve them.
The DEC Recommended Practices focus on young children who are eligible for early intervention/early childhood special education services and their families. These practices are based on two key sources. One source is the scientific literature on effective practices for young children with disabilities, their families, and the personnel who work with them. The second source is the knowledge and experience of researchers and other stakeholders. The resulting practices underwent a field validation and resulted in the seven DEC Recommended Practices listed below.
