Ellen Peisner-Feinberg, Ph.D. is a Senior Scientist at the Frank Porter Graham Child Development Institute and Research Associate Professor in the School of Education at The University of North Carolina at Chapel Hill. She has over 20 years of research experience in early childhood education and program evaluation and has conducted numerous statewide and national research studies focused on the quality of early education programs and initiatives, the effects on children, and quality improvement strategies.
She is currently involved in several research studies, including serving as a PI on the Recognition & Response (R&R) project (funded by grants from the Emily Hall Tremaine Foundation and the US Department of Education, Institute for Education Sciences), which is developing and evaluating an early intervening system for pre-k children adapted from Response to Intervention (RTI); directing for the past 8 years the statewide evaluation of North Carolina’s More at Four Prekindergarten Program, a publicly-funded early care and education program designed to serve low-income at-risk children; serving as Co-PI for an intervention study examining the effectiveness of an integrated socio-emotional, literacy, and math curriculum for child care and Head Start classrooms (funded by the National Institutes for Health); serving as Co-PI for the Nuestros Niños project, a study developing and evaluating an intervention to support language and literacy learning among Latino children who are English language learners (funded by the US Department of Education, Institute for Education Sciences); and serving as Co-PI for a study of child care utilization patterns for Latino families (funded by the US Department of Health and Human Services, Administration for Children and Families, Child Care Bureau).
Past efforts have included serving as co-Director of the North Carolina Head Start Quality Research Center, part of a national research consortium studying quality issues in Head Start, including providing a technical advisory panel for key national studies (FACES and Head Start Impact Study), and serving as one of the PIs on the Cost, Quality, and Child Outcomes in Child Care Centers Project, one of the most well-known, large-scale studies of center-based child care and children’s development and school success from the preschool years through the end of elementary school.
